At the Twenty-fourth Annual Meeting of the Church Missionary The Right Hon. LORD GAMBIER, Vice-Patron and President, in the Chair. The Report of the Committee having been read by the Secretary, and the Statement of the On a Motion by the Right Hon, Lord Barham, seconded by the Right Hon. RESOLVED UNANIMOUSLY, a That the Report now read be received and printed under the direction of the Committee; and that, while this Meeting contemplates with thankfulness the continued augmentation of the income of the Society, and the gradual extension of its operations and of those of kindred Institutions, the Members notice with pain a growing manifestation, in various ways, of spirit hostile to those benevolent exertions; and they recognise in these "signs of the times' accumulating weight of obligation on all Christians, both to cultivate a right spirit in their labours, and to pray for the abundant influences of the Holy Spirit, in order to the more rapid success of that great Cause which it is the object of the Society to advance. an On a Motion by the Right Hon. Lord Calthorpe, seconded by T. Fowell Buxton, RESOLVED UNANIMOUSLY, That the Members of the Society deeply sympathize with the Missionaries in Sierra Leone and their Congregations, on the removal of so many valuable Labourers from the sphere of their usefulness, and on the destitution of religious instruction to which those Congregations are in consequence reduced: yet, animated by the recollection of the signal success with which the Society has been blessed in that Mission, this Meeting rejoices in the prospect afforded of a strenuous prosecution of the Society's objects in Sierra Leone with augmented means; persuaded that while the places of those who have been removed by sickness or death in the civil and military departments are eagerly sought for and speedily filled, it would be a dereliction of duty in Christians, inspired by higher motives and aiming at nobler ends, to desist from their undertaking, or to relax in their exertions. On a Motion by the Hon. and Right Rev. the Lord Bishop of Lichfield and RESOLVED UNANIMOUSLY, That this Meeting, while it deplores the ravages of war on the shores of the Mediterranean, yet cannot but anticipate the overruling of these evils for the furtherance of the Gospel; and rejoices in the increasing opportunities for the circulation of the Scriptures and the establishment of Christian Missionaries, in the countries connected with that sea. On a Motion by Sir Robert Harry Inglis, Bart. M.P., seconded by the Rev. RESOLVED UNANIMOUSLY, That the happy effects which have resulted to the interests of Christianity from the Ecclesiastical Establishment for our Eastern Possessions, encourage this Meeting to look forward with enlarged expectations to the most salutary consequences, both to the Free and Slave Population, from that recently formed for the West Indies; and it affords the Members peculiar satisfaction to express the sense which they entertain of the advantages derived to the Society from the countenance and patronage of the Lord Bishop of Calcutta. On a Motion by the Rev. Joseph Parson, seconded by the Rev. Frederick Spring, it was RESOLVED UNANIMOUSLY, That the increase of Schools in the Society's different Missions, and particularly of those for the instruction of Native Females in India, offers to the Meeting matter for sincere congratulation; and it especially rejoices in the augmentation of Seminaries for training Native Teachers, as the importance of employing as extensively as practicable Natives in the communication of religious knowledge to their countrymen becomes more manifest, in proportion as the operations of the Society are enlarged. On a Motion by the Rev. C. James Hoare, seconded by the Rev. John William RESOLVED UNANIMOUSLY, That the sincere thanks of the Society be given to the Noble President of the Institution, to the other Vice-Patrons, and to the Vice-Presidents, for their continued protection; to the Treasurer for his assistance; to such Clergymen and other Gentlemen as have, during the last year, prepared or supported Associations; to the Younger Friends of the Society; to those Ladies who, in various places, have very successfully exerted themselves in promoting its interests; and to the Committee for their exertions. LAWS AND REGULATIONS OF THE CHURCH MISSIONARY SOCIETY FOR AFRICA AND THE EAST. I. THIS Institution shall be designated "The Church Missionary Society for Africa and the East;" and shall be conducted by Patrons, VicePatrons, a President, Vice-Presidents, a Committee, and such Officers as may be deemed necessary, all being Members of the Established Church. II. The office of PATRONS of the Society shall be reserved for such Members of the Royal Family as may honour it with their Protection, VICEPATRONS shall be appointed exclusively from among the Peers, Spiritual and Temporal. The PRESIDENT shall be such Peer or Commoner, and the VICE-PRESIDENTS such Commoners, as may be appointed thereto. OF MEMBERS AND GOVERNORS. III. Annual Subscribers of One Guinea and upwards, and if Clergymen, Half-a-Guinea, with Collectors of Fifty-two Shillings and upwards per Annum, shall be Members of the Society during the continuance of such Subscriptions or Collections. Benefactors of Ten Guineas or upwards, Clergymen making Congregational Collections to the amount of Twenty Guineas, and Executors paying to the amount of Fifty Pounds, shall be Members for Life. IV. Annual Subscribers of Five Guineas shall be Governors during the continuance of such Subscription; and Benefactors of Fifty Pounds and upwards shall be Governors for Life. V. Members and Governors of Associations who contribute the above sums shall be considered as Members and Governors of the Parent Society. VI. The Committee shall have the power of appointing such persons as have rendered essential services to the Society, either Members for Life, or Governors for Life. OF GENERAL MEETINGS. VII. An Annual Meeting of the Members of the Society shall be held in London, on the First Tuesday in May; unless that day shall fall on the 7th of May, in which case the Annual Meeting shall be held, for that year, on Tuesday the 30th of April. To such Meeting, those Members of the Society shall be summoned by Letter who reside within ten miles of the Metropolis: when the Proceedings of the foregoing year shall be reported, the Accounts presented, and a Treasurer and Committee chosen. VIII. A Special General Meeting of the Members of the Society, at which not less than Thirty shall constitute a quorum, shall be called at any time, at the requisition of the General Committee, or by any Thirteen Members, on addressing aLetter to the Secretary, specifying the object of the Meeting. Ten days' notice shall be given in three public Newspapers, of any such intended Meeting, and of the purpose for which it is called; which shall be deemed sufficient publicity. IX. None of the Rules of the Institution shall be repealed or altered, nor any new ones established, but at the Annual Meeting, or at a Special Meeting called for that purpose. X. An Anniversary Sermon shall be preached at some Church in London by a Clergyman appointed by the General Committee. An Annual Report of the Society shall be printed for the use of its Members. ON THE COMMITTEE. XI. The Committee shall consist of Twentyfour Lay Members of the Established Church; and of all such Clergymen as are Members of the Society. Eighteen Members shall be annually appointed from the Old Committee, and Six from the General Body. XII. The COMMITTEE shall elect, at their First Meeting in every year, either from among themselves, or from the other Members of the Society (being Members of the Established Church) a Committee of Patronage, a Committee of Funds, a Committee of Correspondence, and a Committee of Accounts. Each of the said Committees shall keep minutes of its Proceedings, and shall report the same to the General Committee. XIII. The Office of the Committee of Patronage is, to procure patronage and support to the Society; and to nominate, to the General Committee, proper persons, as Patrons, Vice-Patrons, and Vice-Presidents of the Society. XIV. The Office of the Committee of Funds, is to circulate information respecting the Institution; to adopt proper means of augmenting the Subscriptions and Benefactions; to obtain Collections in Churches and Chapels; and to nominate, from time to time, to the General Committee, suitable persons to act as agents for the Society in the principal towns throughout the Empire. XV. The Office of the Committee of Correspondence, is, to seek for proper Missionaries, to superintend their instruction, and to correspond with them when sent out. |
